Question Weirdly low FPS with 1060 6GB OC

Hello everyone,
Recently I switched from AMD HD 7700 to ASUS GTX 1060 6GB OC.
While I hade average FPS in CS:GO ~ 150 with AMD HD 7700 GPU.
Now I have 40-70 FPS with this brand new GPU.
I did reinstalled Windows completly, and yet no changes.
I did reset BIOS without any good results.
This is my current benchmark :

Note: I know this CPU is bottlenecking but yet it should give more FPS since I had already ~150 with way lower GPU.
And I already did search for help for many days and no success yet. So I decided to post thread here.

Any suggestions will be appreciated

EDIT: While in-game GPU is used about ~10% and 700MB of VRAM
While processor is on 50-60% of usage

The point is that I had ~150 FPS with older GPU, same CPU.
PSU seems not to be a problem since it is 520W
I understand but something possibly happened to the CPU setup during the GPU swap. Your CPU is running 600mhz slower than it's supposed to which is most likely causing the drop in fps. If you moved the tower around to get to the GPU you might have slightly loosened the CPU fan and heatsink from making proper contact causing drops in CPU speed.

It does run at 3.9 turbo, this is something due benchmarking, I did test again and it is working fine.

Is the 6-pin power securely plugged into the GPU (and to the PSU if it's modular)? If it is, try using a different one, in case the cable is bad.

Edit: And if the PSU is modular, DO NOT use modular PSU cables from another PSU. There is no wiring standard for modular PSUs, so you can easily fry components by mixing cables.
