Question Went from AMD 7800X3D to 9800X3D, now I get stutters

Updated Bios, Chipset, video card (4090) drivers, and getting stutters in games and also when running videos on my video editor.
Tried Expo off, Expo ON
Dont know what else to do, AMD support made me do some tests like the report here I sent

Cpu temp?

With the upgraded cpu, im wondering if reinstalling Windows along with clean slate of chipset driver for the new processor would be worth doing. Do you have spare drive to test this?
 
What games?

PSU: make, model, wattage, age, condition (original to build, new, refurbished, used)?

Disk drive(s): make, model, capacity, how full?
EVGA 850 GT, new 6 months ago along with the rest of the components, except for the M.2 drive which is 4 years old 1TB, 60% full.
Games DCS flight sim and IL2 flight sim, Movavi video editor

CPU temps below 50 degrees C
Did a clean Windows install, and re installed new chipset and video drivers and did not helped.
Will try to clear the CMOS
 
Clearing the CMOS helped quite a bit, stutters reduced substantially, still some , but much better now.
More testing, all good now, clearing the CMOS was the trick, runs pretty smooth

Quick question did you go into device manager in safe mode and delete your old CPU, Windows still has your old CPU drivers loaded along side the new, id try that also or get device driver cleanup from major geeks old drivers can cause these kinds of issues.
