Whats the difference between the two pcix16 lanes on my mobo? one is 3.0, one is 2.0 --- both will fit standard GPUs right?

It'll fit physically, but one should always use the nearest to the CPU for the GPU. Meaning the 3.0 one in this case.
The other one will restrict the GPU severly.

nearest meaning psysically, easily seen with naked eye, correct?

Not weird. They are just numbered in order from the CPU on. Their spec is a different matter. Specs are pretty clear.

Good choice on that motherboard, 6+3 phase will let you OC that 1400 a bit.

ASRock has it listed as a 9 power phase design. I read somewhere on the newegg reviews that its technically only a 3+3 power phase though, so idk what to believe. I dont plan on OC'ing too much, i perfer not to fiddle with it.
