wermgr.exe Windows Problem Reporting issue

So its been 2 weeks now that i see this service wermgr.exe Windows Problem Reporting is running in the background using up my bandwidth. I can always close it and its all fine the issue is it opens up randomly again sometimes while in a match for csgo or other games so I tend to lag, fine. Then I try disabling on services and restarted my still pop up every hour or so. I NEED HELP THIS IS DRIVING ME CRAZY.

Try this
right click start button
choose powershell (admin)
type SFC /scannow and press enter
once its completed, copy/paste this command into same window:
Repair-WindowsImage -Online -RestoreHealth and press enter
SFC fixes system files, 2nd command cleans image files, re run SFC if it failed to fix all files the 1st time, and restart PC


Its unusual for it to run, so perhaps its reporting an error. look in reliability history (search cortana for it) amd see if any reported. SFC should fix it though.
