I know this is silly, but, could I make a Space Marine Chapter thats
founded from the Space Wolves but using the standard SM:codex?

I know this is more or less laughable, but I got a cheap terminator
squad (9 space wolves) and a rune priest I want to incorporate into my
growing space marine army.

The paint job I was going for was pretty similar (blue-ish grey for
base). Has anyone else done something similar and be tourney-legal?

You can use the SM codex (either vanilla or Traits), and so long as you
don't paint Space Wolves chapter icons and colours on them you'll be
tournament legal. You can paint them similar, just make sure they're
identifiable as not being Space Wolves.

rules wise, there's no reason why not. background-wise, it's kind of
unsustainable. but, you could always just remove the space wolves-specific
markings and icons, and leave them with a more generalized feral
appearance - in terms of background, homeworld culture influences etc., that
wouldn't be particularly out of place even for a codex chapter.

Not really...

If you convert them so they don't look like Space Wolves, or you have
some other Chapter Trait or a Veteran Skill, you might be OK.
