There's no such thing as an 11GB 1080, its a 1080 Ti.

And you give no context. It entirely depends on what you're doing and if your MB/PSU can even support a multi-gpu setup.

Gaming 1080 Ti will be better.
For mining and other uses that will use both GPU's to the full extent, 2 1070's is better.
