Honestly, after 2133mhz on DDR3 there is not much to be gained as far as gaming performance. Considering the minimal differences in latency between those two modules they likely perform largely the same other than a small difference you might see on synthetic benchmarks. You will not see or feel that difference in real world use, especially not gaming.
There may be SOME difference between a DDR3-1600mhz module's performance versus a DDR3-3000mhz module, but it will not be significant enough for you to spend any time awake at night worrying about. What is the model number of both of those modules?
Making sure you use matched modules in dual channel operation with two phyical DIMMS is a far more important factor.
