Okay so I have a FX-6300 and a GTX 1060 3gb
Everyone says how my CPU will bottleneck my gpu
What specs on my CPU are the reason ?
Is it clock speed ? Like would over clocking my CPU make it better or something else with my CPU that holds it back, thanks for any info

Solution
You need to understand what 'bottleneck' really means. Far too many people throw that term around, with no real understanding.

Simply put, it is when 1 component can't keep up with the rest of the parts.

Like putting $30 junkyard tires(FX-6300) on a Mustang Cobra(GTX 1060). Sure, the Mustang is a very fast car. But with those tires, it will NOT corner well.
Overclocking, in this particular instance, is like messing with the air pressure in those junkyard tires. Yes, you might gain an extra 1mph in a particular corner. But that's about it. You are still missing out on the other 50mph you'd get with better tires (better CPU).

when im looking at specs would that be called the frequency? and whats a good IPC

Its per core performance is lacking in a major way. This is why AMD hasn't been remotely competitive in over 6 years. AMD is coming out with Zen that AMD says it will compete and may be a good upgrade around Feb 2017. You could overclock a bit until then.

IPC is not a spec that is measured or listed, its really just "learned" from reviews and benchmarks.
Generally speaking FX processors (and most if not al recentl AMD processors) have a weak IPC.
Intel on the other hand, has much better IPC which allows their processors to perform much better, and at lower speeds.

Generally, if you have a budget we can recommend something that fits.

Sure, the Mustang is a very fast car. But with those tires, it will NOT corner well.
The only cornering Mustangs do is suddenly swerving into curbs/other cars/crowds.

If you can get the 6300 up to 4.5 on your motherboard, it will be a heck of a lot better than at stock speeds; however, you will still lag SIGNIFICANTLY behind an Intel i3 or i5 in certain games that lean heavily on a single thread or schedule tasks for other cores with a single thread.
