What am I missing?

The same thing has happened the last few updates now, so I have to
assume I'm doing something wrong. I had a perfect .95 ROM set, verified
by ClrMamePro. I grabbed a .95-.96 update and put it in a folder. Then
I used the CMP rebuilder to merge the update into my ROMs directory.
When I scan again, I still have 16 missing sets and 311 missing ROMs
(less 155 nodumps). The same thing has happened every update since I
first acquired a perfect set, and I've gotten my updates from various
different places, so I assume that it's not the update that's bad.

Should a "complete" .95-.96 update take me from a perfect .95 set to a
perfect .96 set, or am I misunderstanding something?

This depends on what's in the "update", and who posted it.

Some like to post complete updates, while other just included the files
necessary.

To me - it sounds like you're getting half of one and half of another.

This is where it pays to compare CMP's output with the "update" files to see
if everything's there.

A pain in the ass yes, but - at least it ensures that you KNOW if
something's missing off the bat or not.

Depends on what the "complete update set" is. Usually people only post
the newly added ones. So the rebuilder adds them fine which doesn't mean
the changed old ones are ok. When a new MAME is released do this:

- Scan with all check/fix options enabled
- add the new missing sets with the rebuilder or scanner's drag&drop

After that you have a) not fixable roms listed (e.g. bad dumps which
weren't replaced by the newly added ones and cannot be fixed) and b)
still missing roms (because the updatepack wasn't complete).
