One of my friends lives in New Zealand and has always wanted a PC but the prices there are crazy and I was wondering if anyone could recommend some parts to build one for around $1,500 including the monitor. He said he wants it for gaming and some editing. If anyone could help it would be much appreciated.

You don't have to worry about getting a lot of storage because he has two 2tb external Hard Drives
