What are HD texture packs?

I just saw that Far Cry 5 has HD texture packs. I understand that these improve the textures in the game but, are these textures useful for 1080p and in mid tier GPUs with 4GB VRAM?

i run a 3 monitor surround 1080p setup (5950 x 1080 with bezel correction) with far cry 5 and on ultra settings with a gtx 980 4gb. i see virtually no difference when i enable HD textures. my framerates go down quite a bit though. there is a difference on some minor details like posters on walls and such, but its very minor. i'd imagine it would be more noticeable at 1440p or higher. since my 980 is only a 4gb card, enabling HD textures pushes the vram usage beyond what I have available and it ends up hovering in the low 30 FPS range and dropping into the 20s.
