What are ideal temperatures for my cpu?

My fan is running at max and i'm get these temperature reads. Are these ideal?

I am running a few non testing programs. Mostly stock trading applications

Ideal? - not bad. You must have a stock cooler. Even fairly inexpensive coolers will do a better job & not make near as much noise. I would not worry about your temps - if you do not like the noise - get an aftermarket cooler if it will fit in your case. You have not given your full system specs, so I can't give details.

currently running a shuttle SX58H7, 6GB 1066 DDR3, Nvidia Geforce 9800 GT and is very loud. Any aftermarket cooler for this case?

Is it your 9800GT that is loud. I have one computer at work with a 9800 and after I put MSI afterburner on and set-up the fan profile it was much quieter.
