What are low medium high ultra settings?

I need some info about the settings. I'm a new pc player and I'm figuring out what the best setting is to play at.

Gtx 750ti graphics card, 300 watt psu, Intel i4 2400

Those settings are how good the game looks, low looks the worst but has the best performance (fps) while ultra looks the best but has the least fps.

Since I assume you mean i5, you will be able to about medium to high settings on most recent AAA titles today. The 300 watt PSU might hurt you by the way and the i5 2400 is a bit out dated but you should be fine.
