The supply produces a voltage difference. Every component needs "both positive & negative"(a voltage difference) voltage to function. Either the positive or negative can be connected to ground, and is then (only labelled) 0.every component needs a positive or a negative and a neutral (ground) path.

PCIe, is a high-speed serial computer expansion bus standard designed to replace the older PCI, PCI-X, and AGP bus standards. so it is basically a slot in which graphic card are connected

and pci-e connectors are used to give graphic card power because latest graphic card cant get enough power from pci-e slot
