[SOLVED] What are some possible causes of frame stuttering during gaming?

Sorry if this isn't the right place for this. I've been dealing with the problem of stuttering on my PC for a little while now. Every once in a while, when gaming, my pc will stuttering like this:

PC Specs:
CPU: i7-10700
GPU: Gigabyte 1660 ti
PS: EVGA 850 Watt ps

Any helpful tips or recommendations would be appreciated.

Slow and/or inadequate amount of RAM is one cause.

I guess I should have said that I have said I have 16G of T Force Vulcan 3200 RAM

This isn't stuttering, stuttering is the game stopping for a fraction of a second causing a drop in FPS.
What you have is the game switching between showing you frames from different threads that are on slightly different times because syncing multithreading rendering would negate all the benefit you get from it so there is no syncing outside of the physical limitations of the console CPU cores.

I should have mentioned that this doesn't just happen on D2, but also on FF14. and it'll keep doing this even if I alt-tab out to the desktop.
