Question What are some settings to turn off/on in Windows 11 on a new PC ?

Might be a silly question, but besides mobo, cpu and gpu drivers. What are some settings that I should change in windows for better performance/experience. Also which motherboard drivers do you guys usually install?

Those provided by motherboard manufacturer support web site - latest version of every driver type.
Start with chipset driver. Then continue with all the remaining drivers.

I only installed chipset and audio drivers, as well as updated bios, should i add lan, sata raid and WLAN+bt? What do they do?

No, you don't need the RAID.
WLAN+BT, only if you are going to use those.

Lan drivers enable network connectivity. You'll need those to connect to wired network.
Wifi drivers enable wifi connectivity. You'll need those to connect to wireless network.
Bluetooth drivers enable bluetooth. You'll need those to connect Bluetooth devices - like BT headsets, BT speakers etc.
RAID drivers enable built in chipset raid functionality. You probably do not need those.
