Hi, so what are some things in the bios that will give me a thermal advantage like if there is some boost or something that is making my CPU hot. I am using a noctua U12S with a 3700X and at idle it gives 40C at around 4ghz. Is that normal? and if not what can I do to fix it?

Don't manually set the clock. Let the CPU clock down at idle. You are just generating heat and using power for no benefit if your CPU is running 4Ghz "at idle".
