Leave that prebuilt stuff alone. Also, the best? Under $1000? That does not compute.
It's best to do your own research for this. Like what kind of games you wanna play, resolution, etc... and you've already established your budget.

for your build funds. your looking at an i5 or amd ryzen cpu as the core cpu. (200.00) for the cpu. a good z270 mb will be 130-180. in price. a cpu air cooler will be 30-50 depending on sales. a good 650w power supply will be in the 60-80 price point. a good case will be in the 50-80 price point. 8g kit of ddr4 ram is 50.00 if your build funds have the room go with a 16g by 2 kit. windows 10 and games today run better on more ram. an entry level 1tb hard drive is 50.00. i would go with a 2-4 tb hard drive for storage and a 256g or 512g ssd as the boot os. (100 for 256g units.). windows will be 80.00 for a new pc. you need funds for a gpu look at ther amd 580 or it replacement. a 22 inch gaming monitor and headset are used now for games. if you dont want headtest look at a mb with digital audio out port and use a good sound bar.
