I wanna buy a MSI GTX 750TI oc, and a core 2 quad 9650, but i only have 350 wat psu, some say it even runs ok on 300 but not sure should i risk it (everything is very expensive in my country like 2.5x the usa prices! So i dont relly wanna buy a new psu) so should i go with the stock evga 750ti or msi should be fine too?

NVIDIA specifies a minimum of a 300 Watt or greater system power supply. (Minimum system power requirement based on a PC configured with an Intel Core i7 3.2GHz 130 Watt TDP processor.)
the system power supply must also have a maximum combined +12 Volt continuous current rating of 20 Amps or greater
the system power supply should also have at least one 75-Watt 6-pin PCI Express supplementary power connector for some of the non-reference design cards (e.g. ASUS GTX 750 Ti OC 2 GB [GTX750TI-OC-2GD5], EVGA...

Solution
The 6-pin PCI Express supplementary power connector wouldn't be on the motherboard. It's the graphics card that would have the PCI Express supplementary power connector(s) if it needs it.
