3000 rpms are quite fast, generally bigger fans (like 12 or 14 cm diameter) can make the same airflow per hour as smaller fans with lower rpms (below 2000 or even 1000-1500 in case of 14 cm big).
Most likely you get worser cpu cooler, than f.e. 3600(X). It's because both your cpu requires less power to run as well as it produce less heat.
If you will install there some bigger cooling (Fortis, Grandis, or going hard like Mugen 5), temperatures should go down conciderably. Generally - the more expensive is the cooling, the better it is (not totally linear, but general trend).
