For what reason internet provider will change your IP address?
Why would someone want to change his IP address, expect that he just wants remove IP ban?
What are the specific cases or under what circumstances provider changes your IP address when you ask them?
I would like to know what would it solve.

ISP almost never will change someones IP

The usual reason someon wants to change their IP is that they were banned from a website, game service etc.

Again almost never will a ISP change your IP regardless of your reason

For some people it is to stop the idiots. Say someone like a big streamer has his IP address exposed. There are individuals that will run denial of service attacks for no real reason other than their sick entertainment.

It is actually fairly hard to denial of service attack a large internet connection and most times you must pay money to some service so you can generate enough traffic. That still does not stop some people.

For ISP that seldom change the IP you would have to call them and ask. They likely will not do it very often so you have to be careful not to expose your IP to idiots. Unfortunately some games only run peer to peer and then you must be extremely careful who you play games with.
