what are the repairs for winsock errors 11018 & 11010

firefox has severe trouble opening new urls.
wdnslookup reveals 2 error codes:
11018 invalid QoS provider-specific buffer
11010 A QoS error occurred due to lack of resources

I get these errors when I try to ping or tracert "microsoft.com"
I've already tried the

netsh winsock reset

technique and it did nothing noticeable.

If you don't have a network device* requiring Quality of Service (QoS), then un-bind (disable) QoS in network properties.
Start>Network Connections> (right-click your network device)>Properties>General tab>
Uncheck "QoS Packet Scheduler," click Ok.
