You could have Googled the group, you know? This has been answered here a
zillion times already...

Anyhow, again:

3 pgem recipe: char level is irrelevant, item lvl remains unchanged.

6 pskull recipe: the higher the char lvl the better the chances. Item
level will go down, so that should also be as high as possible.

If you don't have a high level character you can use items, that have a
high qlvl (e.g. Diadem(85), Colossus Blade (85), Archon Plate(84),
[...]). The higher one out of ilvl and qlvl counts for the possible affixes.
