Pcie x16 primary slot is pcie lanes dedicated to cpu.
Pcie nvme storage lanes can be either dedicated cpu lanes or pcie chipset lanes.
Sata storage lanes use chipset lanes.

Gpu is dedicated lanes, entirely seperate from chipset lanes. There is no disable.

should be able to, the system does NOT have an M.2 slot which when populated disables SATA ports, you should be able to use them all.

this guy? the two white and the black and blue SATA ports should be ready to go. this board DOES NOT HAVE M.2 so ALL ports will stay active.
installing a GPU will not effect the SATA ports and ALL 4 Should be usable at the same time.
