What are these BIOS settings? Overclocking RAM

Need to overclock my Kingston ram. It defaults at 1.8v but is stable at 2.0v with faster timings(4-4-4-12).
I've been trying to figure out what the hell all these RAM BIOS settings are and what I need set them to for 800MHz, 2.0v and 4-4-4-12 timings.

I've already set the +.2v and the 4-4-4-12 timings (I think).

FSB:DRAM ratio is 2:3, shouldn't this be 1:1?

Since C2D default FSB clock is 267MHz (1066MHz data rate) and you've set your RAM clock to 400MHz (DDR2-800 memory speed), 267:400 is a 2:3 ratio. You don't want your RAM clock slower than your FSB clock, but faster is fine.

2 questions:

Are my BIOS settings ok? I have no idea what the ones after Precharge delay mean. Do I need to change them?

How would I go about overclocking my cpu to have a 1:1 ratio?

Do you think a 6400 would be up for it? Would a Gigabyte 965P-S3 motherboard FSB make it to 400MHz? (Sorry if I'm asking stupid questions, I really appreciate the help)
 
The E6400 should be able to handle it.
The only way to find out if the S3 can is to try.

Sounds like you are kinda new to it, so here is the C2D overclocking guide.
The guide gives a verry good breakdown of the procedure.
@400MHz fsb, you will be at 3.2GHz, which will give your system a verry nice overall boost.
