[SOLVED] What are these hiccups called and what can be the cause.

Corsair CX600w PSU

So I have found small stutters, frame drops ( or whatever they are called) when my game needs to load a new area or scene (such as suddenly indoors/outside) or a random firefight. It freezes quickly for a second, then goes back to normal. I encountered the stutters during loading screens too which is very strange. A good example of my problems would be the two video links I posted. I have not really tested this on many games but it has been happening on games that never had the problem before when before with my old system which was weaker in cpu and gpu (yet I had 16GB of RAM). I was running MSI afterburner and my CPU temps never went above 50C, and my GPU Temps are never above 75C. When these stutters happen my GPU usage drops to 0% for a second, then shoots back up along with my FPS. I tested my HDD and everything looks good. I used Heaven Benchmark and i never got stutters even on the most demanding setting. I suspect it could be due to lack of RAM since i tried this on The Divison and my ram usage was 6900-7500 GB on low-medium. I have nothing but Discord in the background. Is there a RAM capacity test I can run since it seems like my GPU and HDD are fine.

8Gb RAM isn't enough nowadays so when you had 16Gb on a slower system it would have been smoother in more intensive games like Anthem and BF4 do you only have 1 stick?
