Ceramic capacitors, probably bypass.

Moderately bad, but probably wouldn't cause any major issues if it was only one and you had a good PSU.

Whether a PSU is good or not has almost nothing to do with its rated capacity.

Again, though, that's a *guess* that they are there for bypass. Could be something critical.
