What Budget Air Coolers are most recognized as well performing?

Just putting together a build with a 8700k cpu, haven't really looked into/compared budget air coolers before so I really don't know what the community considers a good or bad product. Looking to spend around 20-40 dollars on a cooler that I know will keep the cpu running efficiently even while pinned at 100% usage for hours on end. Thats Pretty much all, thanks ahead of time to anyone who can vouch for a product being a sure-bet.

I agree, looking that up it seems to beat the hyper 212 evo, which seems to be very popular. Ill go ahead and give you a solution unless anyone else has a recommendation.
