I'm gonna build a pc using some old parts PSU hard drive and maybe case but I'm not sure what cpu to get I'm thinking about getting the Ryzen 3 1200x which is 120 with a 70 b350 mobo or a dual x5650 which I'm mostly doing for the sheer amount of cores which will be 70 for both cpu and 90 for mobo I'll mostly game on this machine and do some of everything including a little video editing my build will hopefully cost around 350$ when I'm done so thx for your help and please explain your answers and if you have any other recommendations please tell me

Hard to say for sure because the 1200X isn't actually available for at least another three months so we really don't know its performance for sure. But dual X5650's are faster than the Ryzen 5 1500X multi-core performance wise so the Xeon's are better there, single thread will likely go to the 1200X.

Solution
The Xeons will be lousy at gaming. Sure, you have lots of cores, but they have (compared with modern chips) low performance per clock and very low clockspeed. Most of the cores will sit idle in most games, while just a few of the cores will struggle.
