what can cause a gpu to electrify the case?

my case is electrified and when i remove the gpu and run it on onboard it isn't electrified anymore

its a sapphire 7750 low profile gddr5 card gets its power from mobo

a while back i made DIY case out of wood since case kept electrocuting me but mobo and usb ports are electrified sometime when my hand is moist and i try to plug my phone usb in i get electrocuted and its not like aa battery on your tongue , its much more powerful

what can cause a gpu to do this?

1. whats your psu
2. full system specs
3. is the pc grounded?
4. is it on carpet?

Any circuitry touching a metal part can cause this. However that would also cause the pc to shut off normally.

windows 7 ultimate 64bit

my case is all wooden and standing on my old case which is on carpet , the only thing touching the internals are the wires

i don't know if my outlet is grounded or not
