Question What can cause "delay" other than internet?

So been having a weird issue where game feels delayed lately.
It always feels like enemies are 1-2 seconds ahead all the time and you just cant do anything about it.
Even when I had internet issues with 5-10% packet loss this issue did not exist even tho the game was hella laggy and then I fixed my net and game was still fine.

And now randomly I get this issue and I have no clue what it can be or where to look at.
Ram instability possibly? no clue.

MOBO : B650 AORUS ELITE AX
CPU : RYZEN 7600X
RAM : DDR5 KINGSTON FURY 6000MHZ
GPU : RTX 4060
PSU : 750 BE QUIET PLATINUM

What game specifically, or all games?

If it's just one game, might be an issue on their side, or a recent update that seems to be messing with your previous experience?

Was any of the PC hardware changed recently prior to this?

"Even when I had internet issues with 5-10% packet loss..." < did you change your internet connection or something recently?

What is your current ping?

What is your current ping?
Mainly FPS games like CS,Valorant.
Nothing has changed, maybe a w11 update causing it ?

I did not change ISP they just fixed the issue I had.
I play on 45-47 ping.

so this started happening after they fixed the issue?

do you have mobile hotspot or another connection to see if the issue goes away?

are you on ethernet or wifi? if on ethernet, switch to wifi, and vice versa to see if that helps.

It was fine even after the fix, it just started happening randomly.
I'm on ethernet. Hotspot has almost no connection where I live so that wouldn't work sadly.
I might give wi-fi a try even I can find a way to make it work.
