Okay so better cpu and gpu for sure, so if money wasn't really a problem are there other options that would work better?
Yes most definitely. In fact the better option is to not waste $170+ on a dead-end CPU upgrade. I say dead-end bc the Athlon 860K (including 880K) are the fastest processors for your motherboard; but they are still slow for today's games. You will be limited by the Athlon X4 in PUBG.
A better option is to upgrade to AM4 motherboard with Ryzen CPU and DDR4 RAM. All depends on your budget.
This would be the sweet spot for budget gaming.

Each have different upgrade paths.
Other more expensive upgrades that offer more performance would be Ryzen 5 1600 or i5-7600K + GTX 1060.
*Don't forget to get a proper power supply if you get those new parts. Depends on your budget, any of these will do. https://pcpartpicker.com/products/compare/fZyFf7,nB3RsY,3F2rxr/
