What can the 4790k handle?

My friend(I know what that sounds like...) wants to use a lan-box for his portable rendering rig and playing counterstrike at tournaments. He does all of his work with adobe products and wants to hit the threshold of 144hz. He is willing to sacrifice the image quality of counter strike to be as low as 720p. Can a 4790k's IGPU handle counterstrike @ 144hz ALONE?

Just had a look at some reviews, considering at medium settings on games like bioshock infinite and the new tomb raider @720p it gets like 40FPS I think you will struggle to get 144Hz. Something like the GTX 750Ti which is very energy efficient and it's small form factor would be the best way to go IMHO.

no it wont at 1080p counter strike runs about 30-35 fps on hd4600
