What card should i buy?

My specs: intel i7-3770
Gtx 660 2gb
Hyper x blue 16gb ddr3 ram
Gigabyte p75-d3 mother board
I have around 720$ and i wanted to upgrade my card, i will mostly use it for gaming, i will be studying software engineering next year not sure if that will need a powerful rig or not.

And as for your other question, pretty much any PC will work, as long as you have a few cores and extra RAM handy. In which case, you do.

I was thinking more of gtx 980 or r9 295x2
But i never bought an amd card before

No point in getting the R9 295X2 if you're not on 4K.
No point in paying $200 more for 15% improvement over GTX 970...

Pah... You will have a hard time reaching that extra .5Gb because you may not need it.

Maybe you may need a PSU upgrade, depending which PSU you currently have.
And also, if you are upgrading CPU and motherboard, wait until Skylake with its superb performance increase and improved power usage before you upgrade.

Two options for you:

Get the GTX 970 now.

(OR)

Get the GTX 970, after comparing it to the AMD's new R9 300 series cards that's expected in June 2015. Also shortly after that the NVIDIA's new GTX 980 Ti is expected.

What PSU you have?

Minimum recommended PSU for GTX 970 is 500W with 28Amps on single +12V rail.

Psu isn't a problem i am upgrading it any way and it's out of the budget and getting 700->800 watt

May be this time you can give AMD a try, as their top cards are said to have High Bandwidth Memory (HBM is the successor of GDDR5 Memory, said to be 65% performance boost at 40% less power consumption). Even NVIDIA has announced adopting to HBM in their PASCAL cards (The successor of Maxwell, will have HBM2) coming in 2016.

But NVIDIA said to be releasing the GTX 980 Ti with 6GB VRAM to counter the AMD HBM based cards. Like you said can very well go for GTX 980 Ti because by that time you will have AMD's R9 300 Series in the market and will get to know whatever they promised is true or not.
