What casues GPU artifacting?

I know that when you OC you have a higher chance of getting artifacts (im not OC just wondering) but what causes it? Like is it the gpu just having hiccups or or too fast so its jumping over renders? idk

Usually bad RAM. That is what happened to my GTX 480
