Hey, i seem to have coil whine in my gpu. I noticed it today when i was playing fortnite and i have +300 fps and the coil whine was it loudest, but when i capped fps to 120 it disappeared? My Specs: b350 plus, ryzen 7, asus gtx 1070, corsair 650w. Could it be the cheap psu?

It's hard to hear much coil whine in your video, there is a slight high...
Coil whine is the result of the coils themselves moving as an electric current alternates through them, the stronger the electric current, the more force it places on the coils and the more likely they are to move. So, by reducing the fps, you have taken some of the electrical load off which results in less force through the coils so the movement and noise disappears.

Okay got it now. I have Asus gtx 1070 so does every 1070 have coil whine or did i just get bad one? if i replace it could it fix the problem? here is video of the sound https://www.youtube.com/watch?v=gxvt9VlkrXE just wanting to make sure it's coil whine that nothing else can happen :)

It's hard to hear much coil whine in your video, there is a slight high pitch sound (which could be coil whine) but most of the sound is coming from the fans. Here's a demonstration of coil whine https://www.youtube.com/watch?v=HP73edpQwgc

The problem is, unless the whine is really bad, no-one will give you a replacement. So unless you have some way to return the card and get your money back, you're probably stuck with it.
