What causes/effects of RAM failure in pc ?

When I turn on my pc, after the boot menu loaded I'm getting multiple color lines and on and off of my pc.
I checked the monitor it is fine. I want to know what causes this problem

I'd be more inclined to think it was graphics card failure over RAM failure.

If it was problem with RAM then your System didn't turn even on. So you have good chances that RAMs are OK. and it may be problem with dirty cable or port. Or problem With GPU. Or problem with BIOS of motherboard.
