I have MSI GE72MVR apache pro laptop.

i7-7700hq, 16 GB ram , gtx 1070.
Fans are clean.
No hardware issue was found in the service center.
I'm using throttlestop . -125mV undervolt. Cooler Boost 4 active. Thermaltake massive 20 laptop cooler.
I have did factory reset.

Drivers are up to date.

What exactly have you changed just before the laptop started performing or done differently?

I can only guess that it has something to do with the memory. The memory does affect the display. Often when the display suddenly stops reseating the RAM will restore it.

But first thing I would suggest is to reset the BIOS to the defaults. Then enable XMP and select the memory profile to your specs on the RAM.

Next go to Windows power options and select the High Performance plan. Then select Change Plan Settings, when that page opens use the Restore Default Settings for this plan.

I have huge fps drops. Can't play pubg , BF V, WoW totally unstable fps.

Temps are around 80 Celsius. MSI said CPU temperature is totally normal under 95 Celsius.

It came back in December from the repair center. They said the fans are clean and swapped the battery.
There is a sticker at the bottom " FACTORY SEAL".
 
You can check the Task Manager for %CPU & Memory usage. If the memory usage is high it may indicate a problem with the memory. If you go to the Startup tab, it will list all of the applications running constantly in the background. Those use up system resources. You can use the Disable button at the bottom to clean up that list. It doesn't delete them, it just stops them running constantly.

I have used the Startup manager .

I have tried windows memory diagnostic . No issues were found.
 
The only other thing is maybe a fresh install of Windows. But I doubt that is going to help much. You can check the memory to make sure that it is all showing up and at the correct frequency. You can try overclocking the GPU (if you haven't already done so).

But that is everything you can do short of upgrading.

It may be something you will have to deal with until you replace it.

I have tried win 10 home clean install , windows 7 professional clean install, msi factory reset.

What is the best way to test the ram , and check the frequency?

Now my PC worked perfectly fine until restart : The cpu clock speed was 2808 (!)-3610mhz in games the gpu usage was 98% in overwatch at 100% scale. got 130-150 fps on all settings maxed out.
I have tested with pubg : same results 60-90 fps on full ultra and not 30% gpu usage but 70-80%.
Now I saw with my own eyes my pc can works perfectly fine.

It is always 3410- and more MHz with low gpu usage in every game.

Have you got any idea what is this issue?

I have used high performance power plan than I switched to balanced power plan : https://ibb.co/g7GCSnj still jumping to 3610 MHz

I'm 100% sure that it is software or BIOS issue.
