Question What causes textures to load very slowly? Can GPU be the cause of it?

Hello, I've recently changed my processor from i5-7500 to i7-9700k and while it's been great, 2-3 days later I've noticed that all my games textures started to load a lot more slower, this ranges from guards in Witcher 3 not having their spears with them with me 5 meters away from them, shadows only processing when I'm (mc) near them (1-2 meters), random NPC's suddenly appearing in front of me or bushes/other objects randomly processing/appearing. This occurs on both my SSD and HDD. Bear in mind though, I did experience with OC'ing my 1060 6gb and I'm worried that this might've been the cause of this problem, but AFAIK CPUs and HDD/SSD's process these things, not GPU's, so I'm not sure what to do here. Everything was fine up until 1-2 days ago when I tried OC'ing my GPU but turning off the little amount that I did of it doesn't change anything, apart from making my fps slightly lower. Please help!

I'm not seeing the issue you're talking about. Everything looks normal, the only thing that looked out of place was the spawning of the bandits in-front of you.

Try updating your drivers, also what motherboard are you using?
I'm using Asus Prime Z370M-Plus II. It's really not normal, there's lots of textures/objects besides guards that spawn outta nowhere. Example from GTA 5, with shadows only processing in a square shape when I'm really near them - https://streamable.com/b2o53 https://streamable.com/dax9a

It looks like you also OC'd your CPU. Try setting it back to default. Also refer to this link:

about your bios version, make sure it has the required bios installed for that new CPU.

about your bios version, make sure it has the required bios installed for that new CPU.
No, I haven't OC'ed it. 4'6 is max turbo clock speed for 9700k, afaik, is it not? I'm pretty sure I have the latest bios, otherwise it wouldn't even detect this CPU. I'm not sure how it works, but it works..? Anyway, you can clearly see texture loading issues on those vids.
