[SOLVED] What causes white dust in video games?

Its much more noticeable in lower end GPU but all GPU's have some portion of white dots. No gaming video is ever completely clean. There is some noise. What causes that noise? Is the monitor maybe?

If you look at this video..you will see its not clear. Sure, you can't exactly see the white dots but you can tell there is some distortion:

Now this video, the distortion is far less but it becomes easier to see when the player is running or looking side to side:

It's probably antialiasing on transparency channels. Sometimes its botched.
