i have a Sapphire R9 295x2 i'm pretty sure it is the non-oc version because there is no such thing written on the box or anywhere. anyways i am thinking of flashing a new bios when i get home today because my gpu throttles at 75 degrees Celsius and 75 degrees is the max temp target so just wondering if this or other things can be changed by flashing a new bios BTW i can't adjust fan speeds either i tried many different applications.
Cheers!!

Depends on the particular BIOS you end up flashing to the card. Worst case scenario, you brick the BIOS, which bricks the card. Pretty expensive playing around. If you have a card with a dual-BIOS, you can always switch to the working BIOS in the case of a bad flash. Might check into BIOS recovery methods for your particular card in the case your flash is unsuccessful.

Best case scenario, you can flash a BIOS that has a better fan curve profile, more useful power limits, or has different clock speeds than default. It's only worth the risk if you know the specific benefits the BIOS you are flashing to the video card will bring, and want those specific benefits.

There are a few cases where manufacturers update their BIOS to address stability issues. This usually involves tweaking clock speeds and voltage states slightly.

That's about it.
