What component is failing me here?

Ok so I may have a big problem here, I recently bought a GTX 960 and new PSU of 600W to upgrade my PC. I got home today and tried installing the new hardware. It was weird, it would power on sometimes but there would be 'No Signal' on my monitor. So when I turn it off and then back on, it wouldn't turn on at all. So I tried putting the old PSU in and it would power up but there was 'No Signal' again. So I tried the old video card and new PSU. Won't turn on. Tried reverting everything to how it was before all this (old PSU and Video Card) and it powers up but 'No Signal' AGAIN! What's happening here?
 
Couple of thoughts: 1) clear the CMOS(check your MB manual if you're not familiar), then reseat the GPU and power on. 2) use some compressed air and blowout any dust which may have fallen into the pci-express slot(might as well give the whole case a going over).
 


With the new or old hardware?

EDIT- I believe I did everything necessary to clear the CMOS and still nothing. No signal on my monitor
