Question What component is making my computer to restart?

So my pc was working alright. one day just froze while being shut down. It didnt turn off till i forced it to shut down by holding power switch. When i tried to boot up, the windows boot logo spinning wheel froze and nothing happened. So, i bought a new ssd, cause i thought it was the hdd, that was causing the problems, because it was old. When i installed it, booted my pc from usb flash drive to install windows, when the spinning wheel appeared, pc just restarts over and over again. I tried restarting the bios by pulling out the battery, still, same thing. Tried to change ram slots, still, doesnt help.

My pc specs :
Mb : asrock b450m pro4
Cpu : amd ryzen 5 2600
Ram : corsair vengeance lpx 8gb 3000mhz 1x
Gpu : gygabyte gtx 1050 ti 4gb dual fan
Psu : Xilence ATX2.3 PSU 500W XN052
Memory : kingston 240gb ssd
 
I suspect psu failure, it would explain the restarts and possibly killing the HDD. What makes this more likely is your psu is very poor quality and is not 500w it only 360w across its 2 12v rails which is less than a good quality 400w. The 360w is probably optimistic too.

Wait for other ideas but my guess is failing psu.
