What Components are Required for 4K UHD playback on PC

So im asking the question here, because google search after google search brought me nothing i cared for. I have a 4K UHD disc in my drive but my computer doesnt recognize anything being in there. So heres my checklist of what i have:
1. Cyberlink Power DVD 17
2. 4K Ready Graphics Card AMD R9 390 8GB
3. Intel i7-6700k
4. 16GB Ram
5. Blu-Ray Disc Drive (https://www.newegg.com/Product/Product.aspx?Item=N82E16827106451)

So i'm going to assume here its the Blu-ray Drive. But ive read before that it doesnt matter what BD drive you have as long as it has the appropriate Read Speeds. So what exactly are the minimum BD drive specifications required to read UHD disks? Also even if it isnt fast enough to playback, i dont see why it wouldnt even detect a disk as being in there? And yes i have tested the drive with regular blu-rays with no issues. Looking on newegg the highest BD speed you can search for is x12. and the drive i have supports x12 BD.

They are higher capacity disks that a normal bluray player can't read.

And as said, your GPU can't do HDMI 2.0 anyways AFAIK, so you'd need a HDCP 2.2 compliant Displayport to HDMI 2.0 adapter, of which last time I...

Looks like there's some more requirements to run UHD4K.

In order to play UHD Blu-rays, your system must support AACS 2.0 and Intel’s Software Guard Extensions (SGX). You’ll need software to play the disc itself (CyberLink has an updated software solution set to ship in the near future), and a GPU with HDMI 2.0a and HDCP 2.2 support. AACS 2.0 also has to be implemented within the GPU driver, and no current stand-alone GPU drivers have this functionality. Finally, you need a 4K TV with both HDMI 2.0a and HDCP 2.2 support as well.

It's a little strange the drive doesn't detect a disk though - whether or not it can do anything with it.

It would make more sense to me, if it detected the disk but wouldn't let me play it. But i dont wanna dump $60-$100 on a new drive if its not going to make a difference. I dont believe AACS or SGX or HDMI 2.0 would make a difference on detecting it, but who knows? I do believe my GPU supports HDMI 2.0. I have confirmed i can get 4k@60hz with my GPU. as for AACS 2.0 im not sure, but for SGX i think my CPU is new enough. Im starting to wonder would my disk drive being as old as it is, have drivers that dont support some sort of security check for UHD?

All i find for UHD specific drives is that Pioneer one that popped up. Surely that cant be the only thing that supports the reading of UHD disks?

An R9 390 doesn't implement HDMI2.0. If you can achieve 4K @ 60Hz, that *should* only be via DisplayPort.

Looks like you need a UHD compatible BR drive, as per getochkn above.
I guess, if you didn't, why would vendors be releasing them? Makes sense.

I dont see on the hardware side of things, if it has the same read speed what difference it would make, aside from any security limitations. But doing a search on newegg all i can find are burners. If anyone has a specific one they know works good?

I actually am already using one of those exact adapters. So it would seem, i need to somehow find a 4k drive that reads and isnt just a burner.
Would this perhaps work?

Seems the Pioneer is the only one, and no makes just readers anymore, everyone makes burner/readers.

But that might not even be enough.

Pfft, i dont know why they have to make things so impossible, and then wonder why new content doesnt sell.
