What could be causing my DSL to dc/packet loss?

So my stupid internet provider won't get optic fibre in my street (where all my neighbors have it, I'm still stuck with my poor little 10mb DSL.
The thing is, for more than a year now it has been complete garbage.
It just dc's at least once every hour, and packet loss all the time. Its actually 2 am now and I'm the only one using it, and its pinging 200ms to google.com and dcing every 10min.
I keep asking my provider to send people to fix it but they just send some people who know even less than me, that don't do anything and pretends its fixed when its not.
Today a guy came, and it looked like tha packet loss was fixed for a hot minute but right now its already garbage, what he did was he changed the cable that comes from the street (aparently the last technician who came forgot it without the proper cape thingy so it got oxidated or something like that), then he changed our dns (we were using google's he put on the one from our provider).
I'm honestly all out of hope right now, so I thought i'd give here a try. I'll do anything you guys tell me to.
In fact, if anyone knows if I can put on the optic fibre cables on the street myself I might do it lol, I'm desperate.

In addition look at your inside wiring connections.

You should have a splitter (filter) where the ISP connection comes into your residence and then splits the connection to 1) your telephone and 2) your modem.

Did any of the techs swap out or even look at the splitter? Likewise the connecting telephone cables?

Varying degrees of detail and complexity but your objective is to identify additional possibilities that are being overlooked or ignored by the technicians.
