What could be the exact fix to this problem, tried everything

This is the video and go over at 1:17 and further to 1:40 mainly to see the problem i have. It's screen tearing mini screen tearing idk what is it but it was not happening before, just after i switched a new motherboard, new cpu and more ram. Are they not compatible somehow with my monitor ? Like what happened just like that. I tried with my original 1 stick of ram. The objects now felt kinda good and not like in the video, but still i don't feel it is that good like it still feels complex like as on the vid that stuff makes the 60 fps feel not smooth. Same now 60 fps still not so smooth. Weird. In lol the problem still occurs even with the original 1 stick of ram. And in minecraft the problem still occurs. I'l test in bf4 soon. I got a good system and always get way over 60 fps when playing 60 hz. Tried every single thing there is cable other monitor, tv, drivers, updated bios, changed windows every single thing. Something there is just not as it used to be. Anyone point me ?


Also vsync didn't seem to fix it before with the 2 x 4 gigs ram now i hadnt tried but vsync causes me some mouse lag and fps drops, but again previously it did not fix it on bf bc2 ... Idk why if it's screen tearing. So now the objects are fixed on bf bc2, soon to see on bf4 but minecraft and lol have it still. And also the 60 fps on bf bc2 still doesnt feel as smooth even the objects were kinda fixed. Anyone please any solution tomorrow il be trying with a new power supply!

gtx 650 1gb ddr5
2x4 gig ram one kingston one another brand not so known but i tried with it alone and with the kingston alone and both work the same.

Lowering resolution and bringing my hz up to 75 made it unnoticeable at all. Still there but now everything smooth and can't realy even see it that much :) Thanks!

Yup the only other solution to it is adaptive vsync which causes me fps drops in more tensed moments so this way by lowering resolution and on 75 hz it feels smooth and much more enjoyable!
