What could be the problem with GTA lag?

hi, ok so for a few weeks i have been playing gta online and only this last week or so i have been having really bad stuttering and lag issues, i am looking for the best way to fix this? (i have included a picture of my usage and I am considering buying an Nvidia gtx 970 would this help?)

go to http://www.pingtest.net/ to get an idea if you line is at issue

so after trying a few things ive found that it lags in story mode as well, so its not the internet causing a problem and im still not sure what is causing it?

so it could be your machine. What are full system specs?
