Question What could cause repeated restarts when HDMI is plugged in?

Here are my PC specs:
AMD Ryzen 5 1600
Nvidia GTX 1060 6gb
2x8GB Corsair Vengeance RGB PRO 3200
Asrock ab350 pro4
222gb intel SSD
1tb WD black HDD
Seasonic prime gold 550w psu
Sceptre 27" 1080p monitor
1680x1050 dell monitor (not sure on size)

My PC was running just fine yesterday, and tonight i installed an AMD wraith prism cooler, i had a wraith spire previously. When i got everything back together I noticed that the PC restarted repeatedly before actually booting up, but only when i try to boot it with the HDMI cable plugged in. Interestingly, if i plug the HDMI cable in after the computer boots everything works fine. I have tried to make sure i'm not overloading a PSU rail by moving one of my Pcie/cpu power cables to a different rail, didn't fix it. I tried using a different HDMI cable to rule out a faulty HDMI connection. No dice. I checked and re installed all of my power connections, still the same issue. Is it possible that I hurt my GPU when removing it? Is there anything the cooler could have done to cause it? Is my PSU no longer a high enough wattage for my components? I'm still relatively new to PC building and I'm kind of at a loss for what might be causing this..
