Question What could make the Intel i7 10510u throttle at 78 %?

I have a an Asus Expertbook P2451FA born with a i7 10510u CPU. When I run user benchmark it tells me that CPU throttled at 78%. This regardless that maximum processor state is set to 100%. So my question what could be causing this most likely? Poor thermal heatpipe?

Or poor quality thermal paste used by Asus?

Or is it simple do to the Intel CPU?

The laptop doesn't performe bad in any way, I am just wondering by it supposedly throttles ?

Yep the Asus 65 W powersupply. Power profil set to high performance, but in the My Asus App and in Windows 10 Power settings.
