What CPU cooler do i need?

I have an I5-4060 processor and it's in critical condition, and i'm planning to get a new one and get a new cooler for the cpu. When I was getting my pc check up the guy said I need a cooler that is twice the size of mine. Most likely you just have the std cooler for your I5 and since it is not overclock able that cooler should be fine.

Planning to get a new i5-4460, or a new other processor?

You do not need a cooler double the size of the stock one for an i5-4460, whoever told you that has no idea what they are talking about.
